Travelling from a high risk country (inside or outside EU/Schengen area)
i.e. any country not on the list of safe countries:
1. Travelling to the Netherlands as final destination
A. Offshore/Green Energy: this only includes passengers who are flying directly to NL from an (offshore) platform/wind farm. They only need to present a health declaration.
B. Seafarers (including cruise ship and ferry* crew members) who possess a seaman’s book if they are travelling in the exercise of their work or whose physical presence is required for work:
They are required to show either a negative NAAT or negative Antigen Rapid test no older than 24h before boarding the plane. They also need to present a health declaration.
* For Ferry Crew Members only: A negative NAAT test 72h prior to arrival in NL will also serve as a substitute for the rapid antigen test (taken 24h prior to boarding)
2. Transferring via Amsterdam (without leaving the airport)
Seafarers & Offshore/Green Energy passengers:
They need to present a negative NAAT test no older than 72H** before expected arrival in AMS
They need to present a negative NAAT test declaration (only if you are coming from a country outside the EU/Schengen area). Coronavirus: Negative test declaration form | Form | Government.nl
They also need to present a health declaration
** If you are delayed through no fault of your own, a negative test result based on a sample collected up to 96 hours before arrival (instead of 72h) will still be accepted. This gives you an extra 24 hours. You must be able to prove you had no fault in the delay.
• Travelling from a non risk country (inside or outside EU/Schengen area)
Seafarer and Offshore/Green Energy passengers only need to present the health declaration.

• The 10day self-quarantine still applies to all passengers upon arrival in the Netherlands.
We are pleased to inform you that the Dutch Government has lifted the travel ban requirements for travel to/from the United Kingdom, from South Africa, Panama and South America.
– United Kingdom
• KLM flights to and from the UK will resume as of Monday 15 March.
– South Africa, Panama and South America (Argentina, Brazil, Chile, Peru, Ecuador, Colombia, Venezuela, Bolivia, Uruguay, Paraguay, Surinam, Panama, Guyana, French Guyana)
• Eligible passengers* who are exempted from the travel ban continue to be accepted on KLM flights from South Africa, Panama and South America to AMS.
• The flight ban for all other passengers will be lifted as of 01 April.
Eligible Passengers:
Seamen
Dutch residents
EU/Schengen residents (non-Dutch residents have to prove that the Netherlands is not their final destination).
Medical Staff
Aircrew
List of countries who require an ATV
Afghanistan, Angola, Bangladesh, Cameroon, Central African Republic, Democratic Republic of Congo, Chad, Republic o f Congo, Ivory Coast, Cuba, Dominican Republic, Eritrea, Ethiopia, Ghana, Guinea, Haiti, Iran, Iraq, Mali, Mauritania, Nigeria, Pakistan, Philippines, Russia (only Russians coming from Armenia, Azerbaijan, Georgia, Ukraine, Belarus, Moldova, Turkey or Egypt), Senegal, Syria, Palestinians with refugee travel documents, Sierra Leone, Somalia, Sudan and South Sudan, and Sri Lanka.
Exceptions
Citizens of the above-mentioned countries holding a visa or residence permit in addition to the UK visa or residence permit from Canada, Japan, the US or European countries are allowed to transit through France or the Netherlands without an ATV.
